Civil Aviation Safety Authority (CASA)Spare lithium batteries and power banks must travel in carry-on baggage only. Smart bags with non-removable batteries are restricted.

Liquids, aerosols and gels (international)
Department of Home Affairs / CASAOn international departures, liquids, aerosols and gels must be in containers of 100 ml or less, all fitting in one transparent resealable bag of up to one litre per passenger. Domestic flights within Australia have no liquids restriction.

International Civil Aviation Organization (ICAO)ICAO Technical Instructions set the worldwide baseline that national regulators adopt: no spare lithium batteries in checked baggage, no flammable gases or liquids, no strike-anywhere matches, and e-cigarettes carried in the cabin only and never charged in flight.
